How so? The ISP I use[1] has been static IP only for quite a while.
All but one of the DSL offerings gets up to 4 ips, and some get 8.
They didn't offer DHCP for the users until about 6 months ago. The
DHCP pool for that address only gives you your allocation, not random
addresses from somewhere else.
They give you step-by-step instructions on how to setup your machine to
use static ips, with pretty pictures. Users *can* follow instructions,
if they are clear enough.
