I believe a default result for access maps would solve this problem, and
others.
The only catch I can think of is the feature would, of course, have to
distinguish between a DUNNO result and a real "not found" and only return
the default result when the key is really not found.

I think a default access map result would be generally useful, and would
not be overly complicated to understand or document.

My syntax suggestion is:
    check_mumble_access:DEFAULT maptype:file
or maybe check_mumble_access=DEFAULT maptype:file
