Why not use the existing capabilities of the software to meet your
requirements? You want to avoid sending backscatter (and rightly so), and
you want to ensure that no mail is discarded by your systems. Have
amavisd-new quarantine the mail it would otherwise discard, and inspect
the quarantine periodically.
If your requirements are really "accept or reject, no other options",
you'll have to accept and deliver (and optionally tag) anything
amavisd-new would otherwise quarantine/reject. Content filters are
usually heavyweight apps (amavisd-new definitely qualifies), and therefore
are not well suited to being up-front SMTP proxies.
