I also use fallback_transport = maildrop on main.cf and master.cf below:
  maildrop unix - n n - - pipe
    flags=DRhu user=maildrop argv=/usr/bin/maildrop ${recipient}
but the mail delivers to local maildir is also with 600 permission:
