Been kicking this one around myself lately. Squirrelmail and
IMP(Horde) are very popular but use IMAP to check the mail. sqwebmail
access the files directly (if you are using maildir) so there is less
overhead and load. sqwebmail isn't pretty but has filters and
whatnot. I believe squirrelmail requires plugins to have working
filters.
I think IMP is the best looking and feature rich, Squirrelmail has a
big following, and sqwebmail is the most efficient (for a maildir
system).
