Maybe someone besides us can reply although i believe we have
indicated the answer in a variety of ways..

I really dont know any other way but to state it as follows:

Trying to do PER-RECIPIENT QUOTA throttling in a policy daemon
is NOT possible if the connecting does NOT speak ESMTP.
