What I should have said is,
Try moving *BOTH* your -
check_recipient_access hash:/etc/postfix/dnsbl_whitelist
and
reject_rbl_client t1.dnsbl.net.au
to smtpd_recipient_restrictions.

Otherwise, it may not work that way you want it to work (judging by the
filename). And, take heed of the *IMPORTANT* notice in the
documentation at -
http://www.postfix.org/postconf.5.html#smtpd_recipient_restrictions
