Address the correct problem.

Putting a block on the specific e-mail address isn't going to help - there's
nothing to prevent him from getting another e-mail address (gmail, hotmail,
creating yet another AOL screen name, etc.)

She needs to obtain an order of protection, and get local law enforcement to put
a stop to it - up to and including putting the sender in jail for harassment.
