Which part of "which if replied to will release the mail from quarantine
for that specific local user only at the next scheduled interval", did
you miss? Or which part of amavisd.conf did I miss? I do not believe
that is a feature of amavisd-new.
But to answer Matt's question, I believe it is plausible if one has the
scripting skills.
