This is not entirely true. The queue id is unique when combined with the
time (seconds since epoch) that the queue id is assigned and the queueing
host. If the "." response were:
250 Ok queued as 123456789 on mail.example.com at 1122415416
the resulting combination of qid/hostname/time would be unique provided
that the host has a unique name and the host's clock is monotone.
