postfix should put that mail in a HOLD que - and leave it there - until mailscanner picks it up

please explain why that message is in incoming and NOT in HOLD where it should be..

So you know it doesn't work but you'd still like it to work? Of course 
it's your concern, you're using a setup which will loose mail.
