No. Relaying is controlled in smtpd_recipient_restrictions. Check the
default setting: "postconf -d smtpd_recipient_restrictions". Also see
the SMTPD_ACCESS_README to better understand how the various
restriction stages can be used.

In a nutshell: you can use any type of restriction in any stage,
although some of them only make sense in certain stages.
