I have a problem understanding the options. my opinion is that there is
no need to make anything configurable here (too much flexibility kills
usability). if the lists are unavailable, then mail should be deferred
until the problem is solved. it is better to defer mail than to have
users lose faith in the system. of course, this assumes that such
availability issues don't occur enough, but I don't think this is too
much to require when running a mail system.
