Allow certain IP Addresses to connect and deliver for only SOME recipients

I run servers that host multiple domains. I'm wondering if there is a way to
bypass the RBL's during the initial connection phase long enough to determine if
the machine is attempting to deliver e-mail to a certain domain or recipient and
allow it if it is. Otherwise, enfore the RBL rule.

I know that I can add the IP Address, domain name, etc to an access hash for
bypassing, but I want to ensure that messages from that one machine can only be
delivered to *some* of the recipients on my machines. Otherwise, I might be
opening the system up or SPAM / Viruses.
