running 2 postfix servers on the same machine...

Dear List:
I have a specific requirement.
A user should be allowed to send a maximum of say 5 MB size of mail,
but should not be allowed to receive a mail more than 2 MB size of mail.
To achieve this, can I run two postfix servers on the same machine
each running with different configuration. One postfix will run on
port 25 which will get connected from outside world, while another one
will run on non-standard port and will accept mails from inside
network (for sending mails outside). The only difference in
configuration on these two postfix servers will be : mail size and
port number.
Or, is there a more better way to achieve this goal.
Please suggest.
