Mail Server taking long time to connect

Dear Friends,
I am using a server + Plesk + RHEL 4
When via http://www.dnsstuff.com/tools/mail.ch?domain=<mine email> I get a
response like the operation timed out , it takes more than 30 sec. to
reposnd
When i do telnet and to connect to port 25 on mine mail server mail.<domain>
it take 2-3 secs to connect. Is there some configuration for me to correct.
Can anyone here spot the reason,
