Rather than the special header (think: abuse if forged!) I would use
at(1) and mail(1) or sendmail(1) from a shell account on the server.
That would give you more fine-grained control than Ralf's idea, unless
of course a cron job scanned the HOLD queue every minute, which seems
ugly to me.
