Not over LMTP they don't. The LMTP protocol specification is a minor
variant of SMTP, and does not remove the requirement for fully-qualified
addresses. The *only* exceptions are:
MAIL FROM:<>
RCPT TO:<postmaster>
Delivery to non-fqdn addresses requires the use of an external
delivery agent, such as the traditional "deliver" command run
via pipe(8).
