Spamassassin - Problem + Question

I have a postfix set up with spamassassin. One of my users has a huge list of
recipients in his outlook and will send one email to tons of addresses on the
same server, invariably when he does that a number files in the
format /etc/spamassassin.nnnnn.####.tmp get created and they're never
processed, how do I go about finding out what's going on? I don't really see
anything relevant in the mail.log.
The question: can I disable spamassassin checks for local email or email to
users
the same as the sender?
