Second, you must provide a better description of what you want to do,
and why. Your question seems to presume you already have the answer
("run a program at RCPT TO"), but it's probable that there is a much
simpler answer in native Postfix features.

Again, not knowing your goal precludes offering such suggestions. But
visit your Postfix documentation in $html_directory/index.html and look
around a bit. Perhaps either/both SMTPD_ACCESS_README.html or
SMTPD_POLICY_README.html have what you need.
