Whitelisting not working as expected

Hi,
  We use the MAPS RBL service which seems to be catching a major ISP's
smtp servers.
For some reason it is listed on the Dial Up List. Anyways, I have
attempted to whitelist subnets in which these mail servers can be found.

The important configuration directives are as follows:

smtpd_client_restrictions = check_client_access
hash:/etc/postfix/access, reject_rbl_client
ACCESS_CODE.r.mail-abuse.com, reject_rbl_client
ACCESS_CODE.q.mail-abuse.com

/etc/postfix/access:
211.28.0.0 OK
211.29.0.0 OK
211.30.0.0 OK
211.31.0.0 OK

Email from these subnets are still being rejected

Am I using the correct directives, order and sytax?
