211.28 OK
211.29 OK
211.30 OK
211.31 OK

You can also make it a cidr map (if your postfix version supports it), i.e.
cidr:/etc/postfix/access
And do:

211.28.0.0/16 OK
211.29.0.0/16 OK
211.30.0.0/16 OK
211.31.0.0/16 OK
