I could be wrong but from this error message::

Connecting to bugs.debian.org via SMTP...
SMTP send failure: {'ubuntu-userslists.ubuntu.com': (550, 'relay not
permitted')}

It appears you have configured reportbug (or something else) to use
bugs.debian.org as an outgoing SMTP server but you are trying to send mail
to ubuntu-userslists.ubuntu.com. I am going to guess that the
bugs.debian.org SMTP server would accept mail addressed to bugs.debian.org
but will complain if you try to use it to send mail elsewhere. If this is a
Ubuntu machine I would think it has no business reporting bugs to Debian
anyway. If I had to wager a guess I would guess the Debian package
developers don't support Ubuntu systems (There may be exceptions). It's
possible you simply should not use reportbug.
