RBL blocking

Hi,
I have 2 questions about postfix:
1) I'm going to use DNSBL bloking of spam mails. Queries go over DNS.
How is it with caching in DNS server? I think that response to my DNS server should
have short TTL. Can you tell me how is it with positive and negative caching?
2) If I will have postfix as outgoing server for my clients, how can I found out, if
someone is sending spam? Can postfix limit number of mail/some time period?
Or can postfix control mass mailing, etc. 1000 mails in one hour?
