Spam MAIL FROM and RCPT TO a local account.

Recently I have noticed that relaying is allowed if the MAIL FROM: =
userlocaldomain.com and the RCPT TO: = userlocaldomain.com and I'm not
sure how to stop this. All I really want to do is set it up if MAIL
FROM: = localdomain.com then they always have to authenticate, unless
the connection is in mynetworks. If someone could point me in the right
direction it would be greatly appreciated.
