I can confirm that Spamhaus has been dropping queries from sites that
exceed the volumes on that page, and that sites which have exceeded
those numbers slightly for a long time have only recently found the
Spamhaus nameservers unresponsive. It is worth noting that while
Spamhaus has been asking large sites to pay for data feeds for
years, that page with the clear objective criteria is a fairly new
addition to their site.
From my perspective, the clear criteria and the apparently increased
policing of heavy commercial users of the free DNS interface is a
positive development. It's getting entities that can afford it to do
what they should have been doing for years to support an important
service provider.
