So that is a MILTER version not a POSTFIX version.

SMFIF_SETSYMLIST is a Sendmail 8.14 feature.

Surely, dkim-filter has documentation that says how to make it work
with Sendmail 8.13. If so, use these options. If not, wait until
Postfix 2.5 is updated with Sendmail 8.14 Milter features.
