There's the bottom line. If you're going to use any DNSBL, you owe it
to your users to choose based on knowledge of that list's function and
policies.
If the OP had read further on the Spamhaus Web site, he would have
found his answer. But ...
... in proper use by administrator and users, a PBL rejection should
never occur. Remote users should configure their clients to AUTH, and
permit_sasl_authenticated should come before any reject_rbl_client
restriction.
Any postmaster-wannabe in PBL-listed space should either get out of
that netblock (into static IP, custom rDNS) or use a relayhost.
Disable PBL at your own peril. I find it very effective against spam
zombies.
