Qshape / maximal_queue_lifetime question

I'm not sure if I misunderstand qshape or postfix configuration parameters.

I have:
bounce_queue_lifetime=60h
maximal_queue_lifetime =60h
delay_warning_time = 12h

However "qshape -b 12 deferred" shows

Somewhereelse.com is listed in the 5120 bucket, which is 85+ hours,
while the maximal_queue_lifetime is 60.

I would have expected it to bounce by now.

Anybody have any ideas?

FWIW, mail does eventually bounce, and the deferred queue doesn't fill up.
