different smtpd_client_*_limits for specified client ip addresses

Is any way to set different (not just turn off with
smtpd_client_connection_limit_exceptions) smtpd_client_*_limits for
specified client ip addresses without using policy server?
ps. I understand that it's possible to route connections from different
clients to different smtpd services, but that looks ugly.
