throttling with Anvil

I continue to have problems with wireless users at some hotspot sites
(which are listed in relay-ip's) abusing the system and sending spam.
Whether there are infected machines or it's intentional, I don't know,
but we are required to relay for the ip block. Now, I'm investigating
throttling with rate limits in anvil. My problem is that I see
smtpd_client_event_limit_exceptions (default: $mynetworks) would
exclude the block(s) I want to limit, since mynetworks = 127.0.0.0/8,
/etc/postfix/relay-ip.
Is there a syntax I can use to override this default exception and
INCLUDE a certain ip block?
