This would be the first email server that ACCEPTS an address with
RCPT TO and that REJECTS that same address with VRFY.

Even if this were the case with 10% of all the mail servers on the
Internet, it would not be worth the trouble to implement code and
to provide an option to configure this on a per-server basis.
