There is very little that can be done without access to the mail server.
The best thing to do would be to have her contact the county's Office
Technology/Email department/vendor and tell them what's happening.
Various local filtering options can be used on her PC, however they're
all band-aids. The problem needs to be addressed on her mail server.
It is possible that her PC is infected, but it's more likely that she
