as my small knowledge of procmail you need formail for that

like i.e
.procmailrc
...
FORMAIL="/usr/bin/formail"
...
SUBJECT=`formail -xSubject:

then you may short the subject with sed etc

you may ask on the procmail list, or maybe here is someone that has
better procmail knowledge
