    Richard Salgado, a computer crime prosecutor with the Department of
    Justice, will address the statutory rights and limitations placed on
    network system owners and operators to monitor network activity, and
    the permissions and prohibitions on sharing the fruits of the monitoring
    with others. He will also discuss the rules governing the rights to
    access and disclosure of the contents of communications stored by users
    on a system, records concerning what the users are doing on the system,
    and who the users are.
