I'm a little late in my response, but IMHO, yeah, there are a ton of tools
out there. Unfortunately, many of them suck. :) The original question
was about HTTP load generators, and I know I dug up at least a dozen of
those when I was mucking around with them a year ago.
For general traffic generation, I know one of Spirent's competitors is
IXIA (see http://www.ixiacom.com/) I know a few vendors use IXIA in their
labs for massive packet blasting. I, unfortunately, don't have any
experience with the IXIA units.

Yeah, Spirent has a few apps that can be useful for security product
testing. You might want to check out SmartTCP and WebSuite/Firewall, for
example. Slightly off-topic, but they also just announced a VPN testing
product. You can find most of the test applications listed here:

We (Neohapsis) are looking to build some IDS-specific tests for the
SmartBits platform, but I don't envision these being done until the end of
this summer. We just received the new 6x platform in-house, and are
playing with it as I type this...
