    I can certainly recommend a new IDS testing tool called IDS Informer by
    Blade Software - it is a commercial one, but it has 100's of attack
    signatures in a NetMon capture style format, and you can change the dest and
    source addresses as needed .. they site is http://www.blade-software.com./
    and I seem to remember they do an evaluation copy.

    We use it all the time with our IDS Balancer and it's a lot easier than
    having to run scanners or actual exploits
