You can let sendmail generate the bounce-message.
Requirements:
- sendmail.8.10 or later compiled with MILTER.
or sendmail.8.12 (builtin)
- A program that checks via MILTER
e.G.: vbsfilter
vbsfilter will rename VBS and SHS attachments to .txt,
thus rendering them harmless.

554 DSN:5.6.1 Rejecting inline executable attachment
The source is nice to exend or modify, only 350 lines with lots
of comments.
