The real solution is informing your users and having a fair computer use
policy. Users, if they want, will continue to subvert any blocks that you
establish. Save yourself the headache of the trouble and talk to upper
management about setting a guideline with disciplinary action. Most users
though will simple stop using it if they understand that it negatively affects
the network and are told politely that it's against the rules.
