Thanks to all those that contributed to this - here is a summary:
1] sshd2_config with AllowHosts
I should have pointed out that I am using openssh and therefore the
suggestions of people to modify sshd2_config with AllowHosts is not
available to me (nothing in the docs anyhow!). When I added it sshd
refused to restart.
2] tcp_wrappers
I was also unsure whether sshd was compiled for this as there is
nothing to show the service in /etc/xinetd.d, which I thought was
necessary - apparently not. Anyhow, sshd is compiled with tcp_wrappers
by default in RH7.x
So, just use /etc/hosts.allow.
