Hmm... your problem may not involved with the permission on the db file
at all. Do users have RWD permission on the directory the db is in? MS
Access create a temporary files within the directory the db is in, and
if a user doesn't have RWD, it will generate an error messages similar
to what you've described. (something about the file being read-only, I
can't remember the exact)
