Its called Group Policy Editor.
Fire up an MMC and add the group policy snap-in.

Subject: Win 2K Policy Editor?
Hello,
I was going through Win 2K's resource kit, trying to find how to use
Poledit.exe like in Win 9X & NT 4.0. It says I must use the Win 2K version
of Poledit, but I can't seem to find it. Does anyone know where I can get
this?
Also, what I'm really trying to do is setup policies or some type of
security to lock out certain users from seeing the "C" drive, and removing
items from the control panel (i.e. add/remove software, display) and remove
the "run" command for certain users. Please offer any suggestions/ideas you
may have. Thanks alot!!!
