I can't find it anywhere else. Not at MS sites, not anywhere. I think it is
an invalid key.

This key is to control who can access the registry from the network.
I read "Secure Windows NT installation and Configuration Guide" from
the
Department of Navy (Version 1.3), it recommends to set the Permissions
of
this key to only allow Administrator to have Full Control over this key.
