    Recently I have used "Computer Management" in Win 2000 to connect to the other computer to change local settings.

    Run as an administrator. Once open, highlight Computer Management (Local. go to the Action menu and "Connect to Another Computer..." If you have multiple Domains, choose the right domain and enter or find the computer name. Once connected to the remote computer, drop down the "System Tools" and then "Users and Groups". Highlight the "Users" folder and then right click on "Administrator" in the right pane. Choose "Set Password" and change it to whatever you want.
