The problem with an approach like this is that the new passwords are in the
clear in the script file. The role of using a third party utility to
automate this is that you can mask this password. Such utilities can be
found at www.bhs.com.

You could always try the following command

NET PASSWORD <\\WORKSTATION> Administrator <oldpassword> <newpassword>

This seems to work fairly well and could be scripted fairly easily.
