    Yes, these will be public (used by specific merchants) but we would like to control our own certificates, rather than go through another source.

      are these certs going to be used for public use (ie: secure shopping site) or internal user authentication?

      if it's going to be public, you might try going to a certificate authority -- verisign or alike.

        What programs are useful for creating web certificates...other than using MS Certificate Server, which we have had no luck in implementing.
