    this means you most likely installed IIS4 and SP6a in the wrong
    order. After installing IIS4 from the option pack, you must re-apply
    SP6a. (this follows the NT4 rule that after installing something from OEM
    CD, you must re-apply SP and hotfixes, as the application will overwrite
    with system files that are older than those applied by the SP).

    Once you've re-applied SP6a, you should then apply Q295534i and the web
    server will startup without a problem.

    To fix the issue you have now, re-apply SP6a, then apply all post SP6a
    hotfixes, including the IIS fix.
