Until recently, sshd on NT was more of a hack using the cygwin dll's (more info available at http://www.certaintysolutions.com/tech-advice/ssh_on_nt.html). Some people decided that running this type of a setup on a production server was not an acceptable risk.
Recently, F-Secure has release a SSH server for NT. I'm not sure exactly how they got it to work (they may or may not use a similar method), but I've been looking forward to testing it. You can read about it at http://www.fsecure.com/products/ssh/server/windatasheet.pdf.
