    WebEnforcer by HP does most your hardening and lets you add Files or Reg
    settings and maintains they stay that way.

    For changing Registry Auditing Settings you can use RegAudit, which is part
    of RegTools (http://www.heysoft.de/nt/reg/ep-regd.htm)
