Your description is a bit too vague for precise answers, but if the access
is being denied via group policy and you want certain users to be exempt
from that policy, add them to the ACL for the policy and deny them Read and
Apply Group Policy permissions. Alternately, you could create a policy that
adds the programs to the list of allowed applications, remove Authenticated
Users from the ACL on the Group Policy and add a group consisting of the
users who need the applications to the ACL with Read and Apply Group Policy
permissions.
